Design, Monitoring, Evaluation and Learning that drives systemic change

We help social impact organisations design better, measure smarter and achieve more

We design programs and MEL systems, monitor meaningful progress, evaluate with rigor, and turn learning into better-performing systems.

Our Approach

Our Services

We don’t just measure—we help design what’s worth measuring

Design & Strategy

Create strategies that work. We work alongside you to develop theories of change and organisational strategies that connect your activities to intended impact. Designing with—not for—our partners ensures solutions are context-driven, stakeholder-aligned, and built for lasting results.

MEL Systems

We design and implement practical MEL systems that track meaningful progress without overwhelming your team. From indicator selection to data collection tools and reporting dashboards—we build systems that work in the real world and actually get used.

Independent Evaluations

Understand what's working, what's not, and why. We conduct rigorous, independent evaluations—from baseline studies and formative evaluations, to midterm reviews, and final or impact evaluations—using a range of participatory methods to uncover evidence, tell the story of change, and identify clear pathways for improvement.

Why EvolveMEL

Great programs don’t happen by accident—they’re designed with intention, monitored with purpose, evaluated with rigor, and improved through learning.

EvolveMEL exists to help organisations turn good intentions into measurable impact. We believe that when design, monitoring, evaluation, and learning work together, organisations don’t just report on their work, they evolve, adapt, and create lasting change.

Independent Evaluations

The Challenge

A government agency needed systematic learning from humanitarian responses to five sudden onset disasters across the Pacific region and beyond.

Our Work

A government department wanted to learn from Australia's response to sudden onset disasters in the Pacific, and beyond

MEL Systems

The Challenge

A newly established regulatory commission needed to align its strategic planning with monitoring systems after two years of operational learning and evolving priorities.

Our Work

We developed an updated theory of change, strategic evaluative questions, and an aligned planning and monitoring approach that connected strategy to evidence collection.

The Impact

The commission gained a coherent organisational narrative and a clear pathway to collect the right evidence for decision-making.

Agency-Wide MEL Standards

International Development

2023-2024

Design & Strategy

The Challenge

A government agency needed to update its standards to guide design, monitoring, and evaluation work across its global operations.

Our Work

We facilitated a collaborative process with internal quality staff and external MEL practitioners to update the MEL standards.

The Impact

The standards now support staff and contractors globally with clear expectations for quality MEL practice.

MEL Systems

The Challenge

A large organization needed a MEL framework to track progress on its first Gender Equality Action Plan and report to the state Gender Equality Commissioner.

Our Work

We worked alongside the gender equality team to develop a practical MEL framework and system for the organisation's 10-year equality strategy.

The Impact

The system enables organisational reflection on progress and supports statutory reporting requirements.

Humanitarian After Action Reviews

We facilitated a rapid evaluative process, including interviews, surveys and collaborative multi-stakeholder workshops to develop a shared understanding of the response, and jointly prioritise recommendations
